Are photo and video filters different?

Hi,

I was responding to a Craigslist ad on some filters that caught my eye. Well the seller told me that these were video filters, and he forgot to mention that in the ad.  
Photo filters, video filters? Aren't they the same? They modify the light coming into the sensor. I don't understand how there could be a difference.

Please help.
